Energy Rebate FAQ

Are federal heat pump tax credits still available in 2026?

No. The Section 25C and 25D energy tax credits expired December 31, 2025 under the One Big Beautiful Bill Act. There is no federal replacement for 2026 installations. However, Washington state (HEAR) and utility (PSE, Seattle City Light) rebates remain strong and can exceed what the federal credits offered.

What energy rebates are available in Washington state in 2026?

Three stackable layers: (1) WA HEAR program — up to $8,000 for heat pumps, $1,750 for water heaters, $4,000 for panel upgrades (income-qualified). (2) Utility rebates — PSE offers $800-$4,500 for heat pumps; Seattle City Light offers $300-$600 distributor discounts plus $750 for water heaters. (3) Seattle Clean Heat — $2,000-$6,000 for oil-to-heat-pump conversions.

Can I stack energy rebates in Washington state?

Yes. HEAR + utility + Clean Heat all stack. The combined total cannot exceed your project cost. A qualifying Seattle homeowner converting from oil could receive $10,000+ in combined rebates across all programs.

What is the WA HEAR program and do I qualify?

HEAR (Home Electrification and Appliance Rebates) provides point-of-sale discounts funded by the federal Inflation Reduction Act. You qualify if household income is below 150% AMI. For a King County family of 4, that's approximately $227,000/year. Below 80% AMI gets 100% coverage; 80-150% AMI gets 50% coverage.

How much is the PSE heat pump rebate in 2026?

PSE rebates range from $800-$4,500 depending on your current system and income: electric furnace to ducted HP ($1,500/$4,500 income-qualified), zonal electric to ductless ($800/$2,400), gas homes up to $4,000 through the Moderate Income program. Starting April 2, 2026, installation must use a PSE Trade Ally.

What is the Seattle Clean Heat Program?

A City of Seattle program helping homeowners switch from oil to electric heat pumps. Base rebate: $2,000. Moderate-income bonus: +$4,000 (total $6,000). Low-income: free conversion. Limited to Mitsubishi Electric heat pumps via participating contractors. Over 2,000 Seattle homes have already converted.

What is the income limit for energy rebates in Seattle?

HEAR caps at 150% AMI. For King County (FY 2025): 80% AMI for a family of 4 is $121,150; estimated 150% AMI is ~$227,000. Seattle Clean Heat moderate-income bonus applies at 81-150% AMI. PSE Efficiency Boost: generally below 200% of Federal Poverty Level. Pierce County has lower AMI thresholds.

How much can I save by bundling energy upgrades with a remodel?

Bundling saves 15-35% on energy upgrade labor costs because walls are already open for insulation, electrical work is already happening for panel upgrades, and you pay for one permit instead of multiple. A typical Seattle home doing a kitchen remodel plus heat pump, insulation, and panel upgrade can save $3,000-$8,000 by bundling — on top of $5,000-$14,000+ in rebates.

Do renters qualify for energy rebates in Washington state?

Yes. The HEAR program explicitly includes renters. Eligibility is based on household income, not homeownership. Renters should coordinate with their landlord for installation approval.

How do I apply for energy rebates in Seattle?

PSE: apply at pse.com/rebates or call 1-800-562-1482. Seattle City Light: instant discounts through participating distributors. Clean Heat: contact a participating contractor. HEAR: contact Unite Hub (King County) or email HomeRebates@commerce.wa.gov. Giant Builders can help you navigate all programs and maximize your total savings.
